On 29 July 2014 the Disciplinary Tribunal determined that as set out in Article 39(a)(ii)E of the Constitution, Mr Campbell "become insolvent" by filing a Debtor’s Petition with Insolvency and Trustee Service Australia (ITSA) (now AFSA) on 3 December 2013.

Mr Campbell attended the Disciplinary Tribunal Hearing and admitted the breach.

Penalty and costs 

The Disciplinary Tribunal found the Complaint sustained and imposed the penalty of forfeiture of Membership until the later of three years from the date of the Hearing, or the period of his bankruptcy.

Mr Campbell was also ordered to pay costs of $660.48.
